You can obtain additional Extractiums by purchasing them from traders or by completing certain projects in your colonies. There are also several planetary events and decisions that will reward you with these items.
A limited number of Mobile Extractiums can be purchased from Optikon-22, a vendor for the Adeptus Mechanicus faction. The resource is available from the very beginning. Most extracts in Warhammer 40K: Rogue Trader can be obtained through some colony projects in the first few hours of the campaign. This can be done already in the second act. Just be patient
As mentioned earlier, you shouldn't waste extracts from the very beginning of the game. There are several planets in different star systems on which different resources can be mined. Save the device for planets that have a lot of these resources. For example, you can find a world with +2 Adamantium, and installing extractium there is completely optional. Instead, be patient until you find a planet that can have +10 to +12 Adamantium.
