First, you need to get to Vernworth by following the story quest "The Throne of the Lord." Captain Brant will stop you at the entrance to the city, after which you will talk to him in the guardhouse. After the conversation, go outside, where you will encounter a young man being chased by a guard.
The guy will hide in a dark corner, and then Norman will come up to you and ask if you have seen a ragamuffin in a hat. You can tell him the truth or lie. Either way you will be able to start the said quest, however we recommend that you lie to the guard to get an additional reward for this mission.
Note that the task will not start after this. Wait 2-3 days and then head to the market square. Approach the shop of Oriol, whom you may have met during the mission “Medicine”, and watch a cut-scene where the merchant will try to drive away the young man you know. Here you will have the opportunity to start the quest by helping Sven in one of two ways.

After watching the video, enter into a dialogue with Sven, who will either continue to stand near the bench or move away to the nearest stairs. He will ask you for money to buy a box. Hold off on giving money and better talk to Oriol to buy the painted box from him for 800 coins (if you helped his granddaughter earlier). Then talk to the guy and give him the purchased item.
The second option is more preferable than just giving him money, because if you just give him gold, then he will only reimburse you for this amount over time, and if you give Sven the box, you will receive valuable items from him, which we will talk about below .
Wait 2-3 days, go about your business or spend the night in a hotel or home, and then go to the statue in the market square. Come during the day (you can quickly change the time by relaxing on a bench). There you will meet Sven sitting by the fountain.
Talk to him and agree to spend some time with him. He will tell you about his life and give you 200 gold or a Jasper gem (if you previously bought the box and gave it away), which can be sold at a profit.
Wait again for 2-3 days and then return to the statue where Sven will be sitting again. Talk to him to receive 300 gold from him or a Ring of Accumulation (if you bought the box earlier), which slightly increases the maximum weight the character can carry.
Approach the fountain after another 2-3 days and talk to Sven again. He will tell you that he is no longer going to listen to his mother, and will give you the remaining 500 gold or give you a translation stone (if you previously bought the box).
This will complete the task. For completing it you will receive 900 experience points and 4000 gold. If you did not give Sven to the guard Norman, you will also receive the Courtier's Pants and Tunic, which you will need during the masquerade as part of the quest "The Stolen Throne".
Sven's further fate:
In the future, you will learn that Sven is the son of the regent Disa, who seized the throne by installing her own navel on it, posing as a false ruler. After completing this quest, you will have to persuade the young man and his mother to leave the castle during the evacuation of the residents of Vernworth.
