Konami has announced that the Metal Gear Solid 3 remake will not feature new voice acting. The developers use the voices of the characters from the original game, which, in general, fits in with early statements that the plot will not change at all in the updated version.
Apparently, there is no talk of creating a new localization into other languages other than the original. In the remake, the authors only plan to significantly tighten the graphics and textures, make new character models and environments. Some mechanics will also be brought up to modern standards, but no changes in the history of stealth action are expected.
There is no release date for the new Metal Gear Solid 3 yet.
