Judging by the comments from fans on the subreddit, they are very pleased, since the raised bar will allow them to experiment with builds more boldly. Probably, the developers themselves will not touch the mechanics of gathering units, since the leak does not mention this.
Note that the next patch for Genshin Impact, in which the limit may increase, will be released on January 31.
