Population Control is a combat order in Zenless Zone Zero, which you can receive during the first story chapter (Cat's Lost). Or closer to its end, in the interlude section.
A combat order is a test involving battles against various in-game mobs. Typically, such tasks are supplemented with various conditions. For example, you need to kill someone within the allotted time or defeat an elite enemy with a shield. Or defend the console that collects data and keep enemies away from it.
Read the note that Wise or Belle left on the shelf in the room with the sofa and computer. Go outside and talk to Venus at the Coffee Cafe. You will receive the new Battle Orders "Clash: Security" and "Clash: Number Control".
There is nothing difficult in this battle: you need to finish off all the ethereals within the allotted time. Immediately after this, the battle will end.
