The second way is to use the hatch and get into sector B through the sewers. One such hatch is located on the lower road near the gas station. Open the map. See the feed? Below it passes the horizonontal line. This is the required path. Just find a hatch. But remember that you cannot carry a backpack through the sewers.

The third option is safe, but you have to pay money. Find the construction tunnel south of the two towers (this is one of the regions in the ghetto) and talk to the builder.
