Flaming Seed or Seed of Eternal Flame drops from the World Boss, which you will find in the location marked in the screenshot below. It is near the Tianqiu Valley.
You need to kill the Pyro Orchid boss. Attack the weak spot on the bottom of the creature first. Until you destroy it. Then get close to the head and you can deal real damage. Eventually, the Pyro Orchid will recover and the weak spot will disappear. There is another weak spot near the "head" of the creature.
If there is an archer or mage, try attacking the vulnerable point near the head to make the creature fall again. Finish him off and you'll be able to get a Flaming Seed (for 40 Elemental Resin). In most cases, this will be one seed, less often two. Leave this place for the boss to respawn. Keep farming.
