To pick up this quest, talk to Jack in Monstadt. This character is located in the southern part of the city. He will ask you to go to the Temple of the Thousand Winds and find personal items. Use fast travel to the temple.

Climb the rock at the temple, then follow the path up. Below you will find screenshots with the location of two of his things.
