You will get to the basements under the factory in the Dump as part of the story mission if you decide to give the sensors to Richter and then meet Scar. While exploring the basement, you will find a bloodsucker and an electrical anomaly. But there is also a locked door to the locker room.
To open it, you need to find a key. In one of the corridors on the lower floor (the longest and most extended corridor), you can see a white dot under the ceiling. It indicates that some object is hidden there. Shoot the wooden ceiling panel so that it falls down. Jump on the boxes and take the key. Now you can open the locker room.
Note that we are talking about the locker room, which is on the same lower floor. There is another locked door several floors above. You will find it after the cutscene with the stranger (Scar). To open the door, enter the far room, through the open door, go right through the poison gas. You will be able to open this locker room from the inside. Behind the fallen boxes is the SSP-99 Ecologist overalls.
