Windmills are special structures that, when activated, give you different bonuses. Among other things, if the windmills are active, it depends on whether you get access to some side quests.
You cannot decide which faction to give the Windmill to. Instead, the Windmill will go to the faction that owns the area. If the area is highlighted in yellow on the map, the windmill will go to the survivors, blue - to the peacekeepers. Each region has either a water tower or a power plant. One object. And just on the one to whom you transfer such an object, it depends who will lead the district. And all activated windmills will be automatically transferred to this faction. This will strengthen the presence of the faction in the region, increase the number of traps (peacekeepers) or parkour objects (survivors).
All windmills are activated in the same way, but if the object is highlighted in red, then your character does not have enough stamina to climb it.
