They are scattered throughout the game world, so there is no universal way to find them. However, it is worth knowing that they are always located near crowds of people (for example, the headquarters of a particular faction) - if you find yourself in such a place, look for a fast travel point.

After entering the platform, you will hear a characteristic sound and see a message that the point is activated.

From now on, you can teleport to an unlocked point from anywhere on the map. You don't need to be in a fast travel point, and teleportation is free.
