Return to the lobby and talk to the Halston concierge to gain access to the penthouse (your apartment). Exit the hotel and head across the bridge to the southwest.

Talk to Dr. Goodnight or search her terminal. She is in the medical wing in the lobby of the hotel. Use the stairs in another part of the lobby. You can pick up all the equipment of Rizzo employees. Now you need to visit the Piraeus Spaceport on the island southeast of the hotel. You are assigned to investigate the activities of Cedric. It can be found at the spaceport. Go back there and enter the portmaster's office to the right of the entrance. Talk to Eileen Roan about meeting with Cedric. You can scare her. Climb up the stairs and question Cedric for his alibi. He will tell you about the missing cargo from the warehouse, and that you should talk to Ella Tinsley. You must also explore his office by applying the disparity enhancer. From the first room, turn right, through the door, behind which there will be enemies. Go through the door to the north, up the stairs to a large area with rooms on the sides. Go to the opposite end to another large room with tents. This is the Prophet's hideout. In the largest tent on the left will be the Prophet himself. Chat with the woman to tell her about the day the murder was committed.

Once you've done this, check your alibi by looking into the Prophet's room. There is a terminal on the wall of her tent. Read the message from Ruth Bellamy, and then stand facing the prophet. She confesses that she accidentally killed Helen and carried her body into the desert. If you have completed The Man Who Chafed quest, you will find out the cause of Helen's death. Return to Administrator Ludovico to report everything.m and decide on the Prophet.
Complete the tasks above, then talk to Ludovico and blame any character. The quest will end, but a new mission will begin.
