If you released Jack and Joe in Old Villedore, allowing them to escape, then you can find them in a prison on the main floor of the Peacekeeper ship, in the main city. When this happens, talk to the men. They have one last request for you - bring Killian himself. Agree to help them.

Follow the marker and climb the tower in any way. You do not have to climb to the very top - only to the indicated door, behind which (you need to crack) there is a safe.
Jack and Joe told you that the code to the safe was the year America was discovered. So enter 14-9-2. Take the moonshine and return to the Peacekeeper ship. Give Jack and Joe the moonshine to complete the task. A little later, when you return here, you will find that they used it to blow up the wall of the prison cell and escaped. I never met them again.
So far, both games are in the early stages of development.
