"Stolen" in Dying Light 2

The quest can be taken after the water tower in Horseshoe is activated for the benefit of the Survivors, and after completing the task "It's up to you."

Talk to the survivor at the water tower in Horseshoe, provided that you have given the object to the Survivors. Also, be sure to complete the task "It's up to you." Head east within the walls of the water tower to find Teresa in a small enclosure. Talk to her, go to the green door at the base of the tower and knock twice. Follow the tracks back to the green door of the water tower. Go inside and talk to Anna again. Go to the Bazaar and talk to the Trickster. Now you need to search two warehouses and find flour. First, go to the northern warehouse, where the marker points. Once you're there, head inside through the window and be careful of the electrical traps on the ground. Jump over them or go around and explore the floor in the next room.

If you agree to settle the issue in another way, there will be two other options:
