As you progress through the game, you will have the choice to join the Patriarch, or try to overthrow him. If you send the arrestees to the Patriarch's sheriffs, then at the end of the game they can use them against you (only if you want to overthrow the Patriarch). If the arrested are under the custody of the ranger headquarters, then nothing like this will happen.
