Keep exploring the area until you reach room 208. Inside it, check the left corner of the bed to find a new key.

There is a good chance that you have already passed by the right place - the first set of elevators on the second floor. However, you will not be able to press the button until you get to the maintenance room with a workshop, where you pull the lever (in the story). When you've done this, return to the elevator and press the button to open one of the booths. The key is lying next to the corpses, inside the elevator.
In the end, you will reach the third floor of the hotel. Room 302 has an air vent that you can climb into. Follow through it in a circle until you see the key hidden in the corner.
Finally, when you have to meet with the major, you will get to room 307. Look in the restroom to find the key near the bathroom.
