Look at the top right corner of the screen. Under the weather forecast bar, next to the frost squads (expeditions) icon, there are icons of all your colonies, starting from New London. Double-clicking on any icon will instantly transfer you to the selected colony. But if you click on the icon once, you will open a small additional menu. The drop-down list indicates the name of the colony and there are two important icons. One looks like a "box with arrows" pointing in different directions, and the other looks like a "crowd of people with the same arrows".
Click on the "box" icon to open a separate window with sliders, where you can set the amount of resources you want to transfer from the colony to the city or vice versa! You can transfer coal, oil, food, materials and goods. If you click on the "people" icon, you can exchange labor.
Remember, you can send people and resources in both directions.
If you just set up a path between your city and the colony, be sure to research and install skypaths, as this will allow you to transfer resources faster. The capacity of the normal and skypaths is limited, so you won't be able to transfer everything at once. If you set up more than you can, the "transfer resources" option will turn gray. And you won't be able to save the settings until you reduce the amount to the available capacity.

One more note: during snowstorms, resource transfers from standard settlements are suspended (from regular outposts), but colonies (like Winterhome) will continue to send resources and labor back and forth, no matter how severe the weather gets.
