Apparently, the domestic industry will develop at the same pace.
In Russia, it is not planned to introduce a tax on games in foreign stores

Representatives of the Ministry of Digital Development of Russia reported that the government of our country is not considering the possibility of introducing an additional tax on the purchase of games in Steam, Epic Games Store, PlayStation Store and Microsoft Store. We reported on this initiative a little earlier today, however, as it turned out, Kommersant's information turned out to be false.

Initially, it was believed that the government would impose an additional 5% tax on the purchase of digital products. It was planned to send it to a special fund that would finance the development of the domestic gaming industry.

Despite the absence of plans to introduce a tax, a fund for the development and promotion of domestic gaming projects will still be created.
