Go back to the pipe delivery truck and pick up the fuel tank that's lying among the junk. Go to the blue car and examine its empty front end. Use the wiring kit on the rubber tube. Connect the rubber tube to the fuel inlet that's directly to the right of the empty front end. Use the empty fuel tank on the rubber tube to fill it with fuel. Use the fuel tank on the motorcycle, then use the wiring kit on the motorcycle. Interact with the motorcycle to start driving.
You will now need to chase the Reuss Express. Open your inventory and open the gadget bag. Interact with the incendiary pencils to take one. Use the wiring kit on one incendiary pencil. Use the gunpowder with the empty fuel tank. Finally, give the fuel tank to April.
