The world around Hogwarts Castle is amazing and huge, so it's important to understand how young wizards can get their first magic broom and move faster around the Hogwarts area. If you want to fly to Hogsmeade or fight the bandits in their many camps, a broom is an indispensable tool and helper.
You can get a broom when completing the Flight Test quest when you purchase the item for 600 gold from the sporting goods store in Hogsmeade (quidditch ball icon).
The quest becomes available after the story mission "Broom Flying". After that, you will be offered to buy a broom in the Hogsmeade store for 600 gold. If you don't have money, come back here later.
I played the game on PC, so in this case everything is simple: hold down the TAB key and press the "3" key. Please note that in some places it will not work to summon a broom. For example, in the castle grounds or in Hogsmeade.
