You can get into the room with bells from the very beginning of the game. That is why many gamers are confused by this. In fact, you do not have a spell that will allow you to solve this riddle and return the two bells to their place. What's more, the game has a side quest that will be activated when you can solve the puzzle. And it is connected with the return of these bells to their place.
So, be patient and wait until you learn the Wingardium Leviosa spell. After that, you can safely interact with the bells. Or wait a little longer for the side quest associated with them to appear.
