This is a unique weapon available to Claire. From the parking lot you can get to the shooting range. Take the yellow box and look in inventory to get the car key. Go to the parking lot, search one of the cars. Pre-examine the bent car key and press the button. The desired vehicle will light up. Look in the trunk. There is a pistol inside. Where to find a flamethrower
Leon will get a flamethrower and Claire another weapon. But they are in the same place. Following through the sewers, overcome the lower channel (mandatory) and get into the vault. Here you need to find the queen and king to solve the chess puzzle. Pull out the queen figure from the nearest panel, go further and install it in another one.
