The improved ax is located among the abandoned campsite on the island. The campsite is located at the foot of a snowy mountain, just southwest of the cave and the purple exclamation mark shown on the map below.
In the campsite, search every tent, box, and crate. The ax is inside the corpse.
The Fire Ax in Sons of the Forest is inside Maintenance A, marked on the map below.
However, you will need a shovel; also note that to get a shovel you will need scuba gear and a rope launcher.
With a shovel in hand, head to the marked area on the map below, where you will find some golf caddies and torches. Dig in the area marked with a shovel icon.

After enough digging, Service A is revealed. Go downstairs and look around, don't forget to grab all the loot here. In one of the rooms you will find a fire ax in a case. Also here is the key card!
