You will start the game at one of three spawn points, all relatively close to the location of the flashlight. It is marked on your GPS with a purple "!" near the central mountain. Its location also brings it closer to one of the island's many caves, although you don't have to enter it to get a flashlight.
After reaching the place marked in the screenshot above, you will reach a small cliff, on top of which a body hangs on a rope. There is a flashlight on the body, but it is too high. Follow the top of the cliff - if you're at the bottom, just go right until you reach a place where you can climb up. Once there, use a melee weapon to cut the rope.
